On the morning of 13 September 2006, the 13th Advanced Strategic Salon on Water Sector was held by h2o-china.com in cooperation with Department of Environmental Science and Engineering, Tsinghua University and Shanghai Chengtou Corporation at Tsinghua University Jia Suo. The conference discussed about the experience of water supply reform in Shanghai. The theme was “Case Study and Discussion on Water Supply Reform at Shanghai”.

Urban Water Supply is a society necessary and monopolized industry; therefore it takes a heavy historical burden. Some critical issues block the reform’s promotion, such as property right, management mechanism, operation mode, and concession system.?

Shanghai Water Supply Reform experienced a series of important events: re-united reform, Raw Water Co.,Ltd being listed in the stock market, stock options in the Pudong tap water. With these splendid experiences, Shanghai water sector could be called “the pioneer of water supply reform”. Reform of North Shanghai water supply is undertaken at present, which will become another highlight in the water sector.

Shanghai Chengtou Corporation, which is the owner of Shanghai water sector asset, is dedicated to promoting the reform on Shanghai water sector. Vice-general Mr. Zhang Quan leading eight senior managers came to this conference, aimed to discuss and analysis the critical issues of this theme with other specialists and enterprisers.

After Dr. Fu Tao’s brief opening speech, chief accountant Mrs. Yang Fengjuan took the first keynote speech. She introduced the reform experience from Shanghai Tap Water Co., Ltd Pudong Department, including some real cases of water plants in Shanghai and their investment promotion proposal. Then Mr. Zhang Quan, general manager of Shanghai Chengtou Corporation, summed up the general situation in Shanghai water sector. Around their speeches, many issues were aroused from attendees, involving all kinds of situations appeared in the reform practice in Shanghai and other cities, including property rights, management mechanism, operation mode and concession system. During the seminar, attendees had a heated discussion and share respective opinions about these issues and some model projects like Macao Water Supply Co. Ltd and British Water Sector.

The attendees of the 13th advanced Strategic Salon includes: Mr. Jiang ?Chao (president of Golden State Group Co.,Ltd), Mr. Yang Xiangping (general manager of Beijing Drainage Group Co.,Ltd), Mr. Wen Yibo(president of Sound Group Co.,Ltd).

This conference provided an open communication chance to study Shanghai water sector, it was also a good reference for reform in nationwide water sector. h2o-china.com summed up the conclusions of this conference and published the Water Sector Blue Book after the conference, to provide reference to the future reform practice on water sector.
