2000年9月22日，国内首家以外商投资--建设--运营--移交即BOT模式实施兴建的市政污水处理厂-北京经济技
术开发区污水处理厂正式签约。该项目共投资2亿元人民币，其中一期总投资为3158万元人民币，工程规模为2万吨／日。由美国金洲（控股）集团有限公司与北京经济技术开发区投资总公司共同出资组建北京金源金开污水处理有限公司具体实施。
　　北京经济技术开发区污水处理厂的建设主要是为了节约区内企事业单独兴建小型污水处理站的费用。变污水个别处理为集中处理，改善整个开发区的投资环境。在此之前的投标过程中，北京建工金源环保工程有限公司以先进成熟的工艺技术和完善的工程管理方式，在评标会中脱颖而出，以第一名的成绩中标，一举获得建设项目的总承包权。

　　2001年3月，北京经济技术开发区污水处理厂正式破上兴建。工程涉及消防、市政道路、市政管线、绿化、保安监控、土建、建筑装饰装修、设备安装、高低压配电、工业自动控制、通风空调等十几个专业。在项目组全体人员的共同努力之下，克服了工期短、技术难度大等困难，使工程于2001年10月31日正式竣工，并于同年12月通过北京市市政质量监督站的验收2002年4月通过环保验收，从而正式投入商业运行。该项目自开工至竣工验收历时仅10个月，这在污水处理厂的建设上是史无前例的，可以说创造了一个污水处理厂建设史上的奇迹。
　　北京经济技术开发区污水处理厂的建成是对于以BOT形式建设市政污水处理设施的一次伟大尝试。中国加入世贸组织以后，政府职能发生重大转变，市政工程领域将逐渐由政府平台向市场平台过渡，以BOT形式建设和管理市政设施将是未来发展的趋势。可以说在这一点上，建工金源首先迈出了历史性的一步，成为同行业中的领头羊，为今后进一步完善发展BOT投资运营模式奠定了坚实的基础。

On Sep.22,2000,the official contract of the wastewater treatment plant of Beijing economic and technology development area was signed.It was the first municipal waste treatment project carried out in BOT mode by foreign company in China mainland,which being invested,built and operated by foreign investor then transferred to the customer.The total investment was 200 million Yuan RMB including 31.58 million Yuan to the first phase of the project.The capacity of the engineering is 20 thousands tons per day.Beijing Golden Sources JingKai Co.,Ltd.,a joint venture established by the Golden State(holding)group co.and Beijing economic and technology development area investment co.,was responsible for the construction of the project.
The purpose to building the plant was to save the cost of the enterprise to set up their individual waste water treatment systems separately in the ares and transform the scattered treatment into centralized treatment,thereby to improve the invest environment of this area.Depending on its advanced and mature technology and perfect engineering managerment system,Beijing BCEG Golden Sources co.,won the bid of this whole constryction project and signed the contract successfully.
In Mar.,2001,the construction of plant started.The whole engineering involved more than ten professional fields such as fire prevention and control,municipal road and pipe,landscape engineering,security monitor and control system,decoration,equipment installation,power providing,industrial automatic control and ventilationand air condition etc.Depending on the great effort by all of the team members,the engineering was completed successfully on Oct.31,2001 after overcoming the difficulties of the short time limit for the project and techniques.Then in Nov.,it passed the inspection conducted by Beijing municipal engineering quality supervision station.In Mar,2002,it passed the inspection conducted by the environmental protection department,and was put into business operation.The whole project only took 10 months.Such achievement should be taken as marvel in the field of wastewater treatment plant construction and there is no precedent in the history.
The project of Beijing economic and technical development area was a geat attempt at the construction of municipal wastewater plant in BOT mode.Since China had entered into the WTO,the function of government would be transformed significantly.Therefore the municipal engineering project's operation platform would be shifted from government to the market.So it is a trend to carry out the municipal installations in BOT mold.Inthe view of this,BCEG Golden sources has made a great begining in the history and then became the leading company in this industrial field.It had set a solid foundation to improve the BOT invest and operation mode in the future.
